This is what you're looking for. This will downgrade and allow for CFW. This build improves on the original, adding stability and minimizing chances of bricks. It uninstalls CIAs individually as each 9.X version is installed instead of all at once in the beginning, it modifies NATIVE_FIRM last so as to ensure that your FIRM won't be stuck with incompatible newer system CIAs, and it downgrades SAFEMODE first so if it screws up, you can either boot as normal or enter safe mode to reupdate your firmware to 10.3 and try again. Additionally, it uses SULib as opposed to libkhax. memchunkhax2 is an exploit used to downgrade 3DS firmware. Most importantly, it can downgrade to 9.0-9.2, which are ideal firmwares that can be further exploited for access to CFW, and thus warez and faster homebrew and emulators via kernel mode. This is possible on any firmware up to and including 10.3, the latest firmware. Note that memchunkhax2 requires access to homebrew in order to run.

As for your choices in CFW go, typically O3DSes use rxtools and n3DSes use CakesFW+NTR. Use emunand9 to install emuNAND. New 3DSes can only have emuNAND up to 9.5, so use a STABLE sysupdater to update to that. FBI and Big Blue Menu are valid options for CIA installers. Back your shit up, and then back it up again.
